Spawn Controller

Fully revamped the spawn limiter system it is much cleaner and is much for reliable, it blocks all possible ways I could think of spawning entities as well as a debug menu and a configurable option to make the limiter per player or not. Next up is something, not sure what I will decide, but something, we are so back :3
